Community Services Block Grant
About CSBG
The Community Services Block Grant (CSBG) is a federal anti-poverty block grant that funds the operations of a state-administered network of local agencies. This CSBG network consists of more than 1,100 agencies that create, coordinate, and deliver programs and services to low-income Americans in 96 percent of the nation's counties.
Harlan County CAA provides services through Community Services Block Grant (CSBG) funding to children, adults, the elderly, and all persons with disabilities whose incomes are at or below 200% of the current Federal Poverty Income Guidelines. CSBG provides funds for direct services and programs that directly and indirectly address the needs of low-income, elderly, disabled, and disadvantaged individuals that are not being met by other programs. CSBG goals and objectives are developed through direct input from the low-income population.

Poverty Guidelines
Most Harlan County CAA-operated programs have income eligibility guidelines that are based on the Federal Poverty Income Guidelines, which are posted annually in the Federal Register. To view the 2025 Federal Poverty Guidelines table, visit the 2025 Poverty Guidelines page.
This project is funded, in part, under a contract with the Kentucky Cabinet for Health and Family Services with funds from the Community Services Block Grant Act of the U.S. Department of Health and Human Services.
