INVITATION FOR BIDS

HCCAA will receive bids pertaining to the pavement of the parking lot at Community Action Transit location 319 Camden St, Harlan, KY.

All bids must be turned into HCCAA, 319 Camden St, Harlan, KY 40831, no later than 2:00 PM EST on May 22nd, 2026. Bids cannot be accepted at any other location. The complete bid package can be requested in writing by email to whoward@harlancountycaa.com on or before May 1st, 2026, by 4:30 PM EST. Bids will be opened there upon or about May 25th, 2026, 2:00 PM EST at a public bid opening at HCCAA, 319 Camden St., Harlan KY 40831. Bids must be received by the designated date and time, and none will be considered thereafter.

HCCAA will have a site visit for the vendors to look at the project on May 8th, 2026 at 10:00 am EST (Weather Permitting).  Updates will be posted on HCCAA website (www.harlancountycaa.com).

IFB Due on May 22nd , 2026 2:00PM EST / Opening Bid May 25th, 2026 2:00pm EST

Pre-Bid Meeting: There will be no pre-bid meeting for this project.

Questions and Approved Equals Request Deadline:

Requests may be submitted in writing by email to whoward@harlancountycaa.com on or before May 1st, 2026, by 4:30 PM EST.

Answers to Questions and Approved Equals Requests:

Answers will be posted on www.hccaa.com on or before May 8th, 2026. Changes and addendums will also be emailed to all knowns possible bidders based on the return of “Confirmation of Receipt”.

HCCAA reserves the right to reject any and all bids received, and to select that bid which it determines to be in its best interest. The award of this bid will be made on the basis of the lowest evaluated bid price as permitted in KRS 45A.365.

All bid forms, information, and specifications regarding this bid are available from HCCAA. Bidders must submit their bid in a sealed envelope, and the bidder is advised to clearly mark the sealed bid with the bid number and description, opening time and date listed above. HCCAA is not responsible for the premature opening of, or the failure to open, a sealed bid not properly addressed or identified.

This bid package is subject to the requirements of Title 49, Code of Federal Regulations, Part 26, Participations of Disadvantaged Business Enterprises in Department of Transportation Financial Assistance Programs. The bid package is subject to a financial assistance between HCCAA, the Kentucky Transportation Cabinets Office of Delivery, and the Federal Transit Administration
